农村集体产权制度改革综合绩效评价研究——以新疆昌吉州为例

Abstract: As a new round of rural reform tasks deployed by the Party Central Committee, the reform of the rural collective property rights system plays a vital role in realizing rural revitalization and agricultural modernization. Based on the subjective perception data of 663 rural households in Changji Prefecture, Xinjiang, this article constructs a comprehensive performance evaluation index system for the reform of the rural collective property rights system, uses the entropy method and fuzzy evaluation model to measure the comprehensive performance of the reform, and uses the coupling coordination model to measure the coupling between the various dimensions of the reform coordination. The results show that the comprehensive performance evaluation results of the rural collective property rights system reform in Changji Prefecture, Xinjiang from the perspective of farmers perceptions are relatively satisfactory, to supporting reforms. The farmers evaluation of the main body reforms believes that the implementation of the policy is good, and it has played a better role in leading and leading; but the equity transfer, equity pledge loans and collective economic development in the supporting reforms have not played all the roles. Reforms are more prominent in terms of economic, social, and ecological effects, and there is no tendency to “partial science”. The degree of coupling and coordination among the five dimensions of comprehensive reform performance is at the primary level of coordination, and the interaction among the five dimensions is poor. In addition, the four aspects of establishing a legal protection system, optimizing the equity transfer system, improving the property rights transaction mechanism, and strengthening the villagelevel collective economy provide policy inspiration for the further deepening of the rural collective property rights system reform in the arid area provinces.

摘要: 农村集体产权制度改革作为党中央部署的新一轮农村改革任务,对实现乡村振兴与农业现代化起着至关重要的作用。基于新疆昌吉州663户农户主观感知数据,通过构建农村集体产权制度改革综合绩效评价指标体系,运用熵值法与模糊评价模型测度改革综合绩效,运用耦合协调度模型测度改革综合绩效各维度之间耦合协调性。农户主观感知视角下新疆昌吉州农村集体产权制度改革综合绩效评价结果为比较满意,改革各维度绩效测算结果由高到低进行顺位排序为社会效应、生态效应、经济效应、主体改革、配套改革;农户对主体改革评价认为政策落实程度较好,并起到较好的示范引领带动作用,但配套改革中股权流转、股权质押贷款与集体经济发展未发挥出全部作用;改革在经济效应、社会效应、生态效应等方面较为突出,不存在“偏科”倾向;改革综合绩效5个维度之间耦合协调度处于初级协调水平,5个维度之间相互作用性较差。此外,针对农户对改革综合绩效中所反映的问题从建立法律保障体系、优化股权流转制度、完善产权交易机制、壮大村级集体经济四个方面对其他省份进一步深化农村集体产权制度改革提供政策启示。
