山东省小麦玉米周年全程机械化丘陵山区综合效益评价分析

Analysis on the comprehensive benefit evaluation of the hilly region in the mechanized mountain area of wheat and corn annual course of Shandong Province

摘要: 针对山东丘陵山区小麦—玉米周年全程机械化综合效益评价较少及评价体系不完善的问题,基于层次分析法和专家评价法构建以保护农业生态环境和提高农业经济效益、生态效益、社会效益周年全程机械化技术模式的综合效益评价体系。该体系包括经济效益指标、生态效益指标、社会效益指标3个1级指标,设定经济收益、资源利用、土壤保护、社会贡献、机械化率等7个2级指标,确定单位面积纯收入、年人均收入等13个3级指标,进行综合效益指标权重与分值的确定,并以山东省丘陵山区典型合作社为例进行验证。结果表明,一级指标经济、生态、社会效益的权重比为6∶2∶2,其满分值为60分、20分、20分;经济效益二级指标经济收益权重为1,其满分值为60分;生态效益二级指标资源利用与土地保护权重比为3∶1,其满分值为15分和5分;社会效益二级指标社会贡献、机械化率、抗逆减灾、推广率之间的权重比约为6∶3∶6∶5,其满分值为6分、3分、6分、5分。经计算山东省文登区姚家合作社得分为70分,并针对合作社得分给予诊断性意见。该研究对山东丘陵山区农业种植合作社的生产与发展有一定的指导作用,也为当地政府提供有益参考。

Abstract:  Aiming at the problem of less comprehensive benefit evaluation and imperfect evaluation system of annual full mechanization of wheatcorn in hilly mountainous areas of Shandong, a comprehensive benefit evaluation system was constructed based on the analytic hierarchy process and the expert evaluation method to protect the agricultural ecological environment and improve agricultural economic benefits, ecological benefits and social benefits of the annual full mechanization technology model. The system includes 3 level 1 indicators of economic benefit, ecological benefit and social benefit, sets 7 level 2 indicators of economic return, resource utilization, soil protection, social contribution and mechanization rate, and determines 13 level 3 indicators of net income per unit area, annual per capita income and so on. It was carried out the determination of the weights and scores of the comprehensive benefit indicators, and used a typical cooperative in the hilly mountains of Shandong Province as an example for verification. The results showed that the weighting ratio of the primary indicators of economic, ecological and social benefits was 6∶2∶2, and their full marks were 60, 20 and 20; the weighting of the secondary indicator of economic benefits was 1, and its full marks were 60; the weighting ratio of the secondary indicator of ecological benefits between resource use and land protection was 3∶1, and its full marks were 15 and 5; the weighting ratio between the secondary indicators of social contribution, mechanization rate, disaster mitigation and extension rate is about 6∶3∶6∶5, and its full marks are 6, 3, 6 and 5. The score of Yaojia Cooperative in Wendeng District, Shandong Province, was calculated to be 70, and diagnostic comments were given to the cooperatives score. The study is a guide to the production and development of agricultural planting cooperatives in the hilly mountainous areas of Shandong Province, and also provides a useful reference for the local government.
