Abstract: As an important part of the development of new R & D institutions in the field of agriculture and food, new R & D institutions have a "four-in-one" organizational model, dual positioning of scientific research goals and entrepreneurial goals, seamless connection between industrial chain and innovation chain, enterpriseization and market characteristics of the operation mode. This paper analyzes the development background and current situation of new R & D institutions in the field of agriculture and food, and introduces in detail the regional distribution, industrial layout and typical models of new R & D institutions in the field of agriculture and food to provide theoretical support for the high-quality development of agriculture and food. In view of the problems existing in the development of this type of institutions, such as the inconsistency between the layout of innovation forces and the development needs of the entire industry chain, the unclear access qualifications and functional positioning, the unstable investment in R & D and operation funds, and the lack of a complete support policy system, this paper proposes strengthen strategic planning, optimize layout and construction; identify institutional positioning, give full play to system efficiency; face long-term development, create a good environment and other countermeasures and suggestions, in order to promote the development of new R & D institutions in the field of agriculture and food to high quality and precision.

摘要: 农业与食品领域新型研发机构作为新型研发机构发展重要的一环,具有“四位一体”的组织模式、科研目标和创业目标的双重定位、产业链与创新链的无缝对接、企业化与市场化的运作模式等特点。分析农业与食品领域新型研发机构发展背景和现状,并详细介绍农业与食品领域新型研发机构的区域布局、产业布局和典型模式,并在此基础上,为进一步推动创新资源向基层集聚、服务农业与食品领域高质量发展提供理论支撑。针对当前该类型机构发展存在创新力量布局与全产业链发展需求不相符、准入资格与功能定位尚不明确、研发投入与运行资金投入不够稳定、完善的支持政策体系较为匮乏等问题,提出强化战略统筹,优化布局建设;找准机构定位,发挥体系效能;面向长远发展,营造良好环境等对策建议,以期能够推动农业与食品领域新型研发机构向高质量、精准化方向发展。
