基于主体功能区的保定市乡村地域功能分区及障碍因素研究

Abstract:  The planning of the main functional zones is the basis of the development and rational utilization of land space, and the study of the rural regional functional pattern under the different functional areas is a new perspective to explore the diversified development of rural areas and to realize the revitalization of rural areas. Taking the rural area of Baoding City as the research area, this study constructed the functions evaluation index system of rural area based on the perspective of the main function area, and realized the rural area functional division using entropy weight method and repeated dichotomy method. Also, it explored the influencing factors of each index layer by using the obstacle diagnosis model. The results showed that the high value of agricultural production function was concentrated in the east and Southern Downs Region of the research area, the high value of industrial production function was distributed around the central towns, and the high value of life support function was distributed around the Central County.The high value of cultural tourism function was concentrated in the middle area of the north, while the high value of ecological conservation function was mainly distributed in the mountainous area of the northwest of the study area. Also,based on the main function area, the research area was divided into 11 Class II function zones, whereby the main production zone of agricultural products was divided into the key industrial development zone, key agricultural production zone, agricultural productiontrade service zone, and agricultural productionlife guarantee zone. The key development zone included agricultural productionindustrial development zone, key cultural tourism zone, and agricultural productionecological conservation zone. The key ecological function zone included the key ecological conservation zone and the ecological agriculture production zone. Lastly, the main obstacle factors in the study area included the average effective soil layer thickness of cultivated land, reclamation coefficient, mileage of provincial and county highway, mileage of street road and the coverage ratio of river basin. This shows that the rural areas in Baoding still have the problems of low quality of arable land and inadequate infrastructure.

摘要: 研究保定市不同主体功能区划下乡村地域功能格局,并进行功能分区,识别其乡村功能发展的障碍因素。基于主体功能区视角构建乡村地域多功能评价指标体系,综合运用熵权法及重复二分聚法实现乡村地域功能分区,利用障碍诊断模型乡村地域功能障碍因素。结果表明:(1)定市乡村地域农业生产功能最高值为0.628,高值集中分布于研究区东部及南部平原区域,功能值由东南向西北逐渐降低;工业生产功能最高值为0.630,高值区主要围绕县区中心城镇分布;商贸服务功能及生活保障功能最高值分别为0.509、0.702,高值区分布于县城关镇周围;文化旅游功能最高值为0.560,高值区集中于北部地区;生态保育功能最高值为0.668,高值区主要分布于研究区西北部山地区域。(2)基于主体功能区将研究区划分为11个Ⅱ级功能区,农产品主产区下划分重点工业发展区、重点农业生产区、农业生产—商贸服务区、农业生产—生活保障区;优化发展区包括综合发展区、重点商贸服务区;重点发展区包括农业生产—工业发展区、重点文化旅游区、农业生产—生态保育区;重点生态功能区则包括重点生态保育区及生态农业生产区。(3)研究区主要的障碍因素包括平均耕地有效土层厚度、垦殖系数、高速国道省道及县道里程、街道道路里程及河流流域覆盖面积比等。保定市乡村地域功能整体水平较低、发展不平衡,且存在耕地质量较低且基础道路设施不足的问题。
