Abstract: County territory covers county towns, townships, and villages. It is a natural bond between urban and rural areas. Taking the county as an important entry point for urbanrural integration development is an important measure of building a new relationship between industry and agriculture and between urban and rural areas, including accelerating the improvement of system and mechanism of the urbanrural integration development, promoting the coordination of public resources in county level, etc. In order to explore the essential requirements and strategic tasks of county level urbanrural integration development, and continuously establish the foundation for comprehensive promotion of rural revitalization, the main connotation of the new stage of county level urbanrural integration development is preliminarily explained from the historical, practical, and theoretical perspectives. The effectiveness and problems of urbanrural integration development are comprehensively analyzed. The implementation of the “six major actions”, which are promoting the spatial coconstruction and cointegration of county areas, highquality economic integration, social equity and equality, beautiful ecological and living environment, cultural integration, and harmonious and orderly governance, will pave the way for the integration of urban and rural development with Chinese characteristics, and provide solid support for comprehensively promoting rural revitalization and accelerating the construction of Chinas strength in agriculture.

摘要： 县域涵盖县城、乡镇和村庄，是连接城和乡的天然纽带，把县域作为城乡融合发展的重要切入点，加快建立健全城乡融合发展体制机制，推动公共资源县域统筹，促进城乡协调发展、共同繁荣，是构建新型工农城乡关系的重要举措。为探寻县域城乡融合发展的本质要求和战略任务，不断筑牢全面推进乡村振兴的根基，从历史、实践和理论“三个逻辑”初步阐释新阶段县域城乡融合发展的主要内涵，全面分析城乡融合发展的成效和问题，探索提出实施“六大行动”，推动县域城乡空间共构共融、经济高质融合、社会公平均等、生态美丽宜居、文化交融并蓄、治理和谐有序，走出一条中国特色城乡融合发展道路，为全面推进乡村振兴、加快建设农业强国提供坚实支撑。
