目标价格补贴对农户节水灌溉技术投入行为的影响——以新疆棉农调研数据为例

Research on the impact of target price subsidies on farmers' input behavior of water‑saving irrigation technology: Taking Xinjiang cotton farmers' research data as an example

摘要: 探讨目标价格补贴与农户节水灌溉技术投入行为之间的关系对于缓解灌溉水资源浪费严重,实现农业可持续发展具有重要的实践意义。通过对2022年新疆7地州404户棉农的调研数据进行基准回归,探究目标价格补贴是否影响棉农节水灌溉技术投入行为,从理论上分析目标价格补贴对棉农节水灌溉技术投入行为、棉农增加节水灌溉技术投入对农业发展的影响机理,通过分位数回归分析目标价格补贴对不同资源禀赋棉农节水灌溉技术投入行为的差异化影响。结果表明:目标价格补贴能够显著激励棉农增加节水灌溉技术投入,且相较于其他灌溉耗材投入更能激励农户增加滴灌、喷灌以及覆膜滴灌技术投入;目标价格补贴对不同资源禀赋棉农的节水灌溉技术投入行为存在差异化的影响:地区棉农年龄、受教育程度、水资源拥有量以及种植规模都差异化的影响棉农节水灌溉技术投入行为选择。其中,年长棉农相较于年轻棉农、受教育程度高的棉农相较于受教育程度低的棉农,以及水资源拥有量适度的棉农相较于水资源拥有量过多或过少的棉农节水灌溉技术投入行为受目标价格补贴正向激励作用都更强。并且由分位数回归结果可知,棉农的节水灌溉技术投入受目标价格补贴的影响随着种植规模扩大呈现上升趋势。为发挥农业补贴缓解水量短缺与用水浪费之间矛盾提供理论依据,具有促进农业发展的重要实践意义。

Abstract: Exploring the relationship between target price subsidies and farmers' investment in water‑saving irrigation technology holds significant practical importance for alleviating the serious waste of irrigation water resources and achieving sustainable agricultural development. By using benchmark regression analysis of survey data collected from 404 cotton farmers across seven prefectures and cities in Xinjiang in 2022, this study aims to determine whether target price subsidies affect farmers' investment in water‑saving irrigation technology. The study theoretically analyzes the mechanism of how target price subsidies influence farmers' investment in water‑saving irrigation technology and the subsequent impact of this increased investment on agricultural development. Through quantile regression analysis, the study further examines the differentiated impacts of target price subsidies on farmers' investment in water‑saving irrigation technology, considering their varying resource endowments. The results indicate that target price subsidies significantly encourage cotton farmers to increase their investment in water‑saving irrigation technology. Specifically, compared to other irrigation consumables, these subsidies are more likely to motivate farmers to invest in drip irrigation, sprinkler irrigation, and film mulching drip irrigation technologies. Furthermore, the study reveals that target price subsidies have differentiated impacts on farmers' investment in water‑saving irrigation technology, depending on their resource endowments. Specifically, the age, education level, and water resource endowment of farmers in different regions influence their choice of water‑saving irrigation technology investment. Among them, older farmers, compared to younger ones, farmers with higher education levels, compared to those with lower education levels, and farmers with moderate water resource endowments, compared to those with excessive or insufficient water resources, are more strongly positively motivated by target price subsidies to invest in water‑saving irrigation technology. According to the quantile regression results, the impact of target price subsidies on farmers' investment in water‑saving irrigation technology exhibits an upward trend as the planting scale expands. These research findings provide theoretical support for the crucial role of agricultural subsidies in alleviating the contradiction between water shortage and water waste, thereby having significant practical implications for promoting agricultural development.
