Abstract: The county‑level economy is an important guarantee for rural revitalization, and the development of industries is the “pillar” of county‑level economic prosperity. After data analysis, the overall strength of the county economy in Jiangsu is now stronger, the income of rural residents has grown steadily, the industrial structure has been optimized, and the urban-rural income gap has been narrowing. Due to factors such as excessive division of labor in industries, incomplete rural circulation system, information asymmetry, and imperfect institutional mechanisms, Jiangsu currently does not match the high‑quality development requirements of county‑level prosperous industries in terms of industrial development sustainability, inter industry cooperation, county‑level commercial system, industrial factor resource flow, rural indigenous people's quality, and new farmer training. Through a comparison of the development models of county‑level prosperous industries between Jiangsu and Zhejiang, the paper proposes some suggestions for the high‑quality development of industries that enrich the people in Jiangsu counties, namely, building a new concept of natural economy and nurturing an ecosystem of strong main industries, active sideline industries and prosperous diversified industries, putting into effect rural e‑commerce reward and subsidy policies to enhance the sales capacity of agricultural brands, standardizing the management of rural collective assets and improving farmers' income and subject status, paying high attention to the vulnerable groups in rural areas and opening up a new track of enriching and benefiting the people, breaking through and simultaneously promoting a unified market, promoting the free flow of factors and nurturing ecology.
