再论农业基础设施的粮食增产效应

Revisiting the food yield enhancement effect of agricultural infrastructure

摘要:

农业基础设施的完善是我国粮食能否增产的关键所在。基于2008—2022年省级面板数据,运用系统矩估计和中介效应模型,探究农业基础设施对粮食增产的影响及作用机制。结果表明:农业基础设施的粮食增产效应为14.5%,其中农田水利设施依然是粮食增产的重要保障,数字基础设施、农业电力设施的贡献显著增强,农村交通设施的粮食增产效应最小。从作用机制来看,农业基础设施通过扩大种植规模、促进技术进步和降低受灾率促进粮食增产。从异质性分析来看,农业基础设施在北方地区、粮食主产区存在显著的粮食增产效应。鉴于此,应继续加大农田水利设施投资,完善数字基础设施,提升农业电力和农村交通设施的技术水平,因地制宜规划农业基础设施建设方向。

Abstract:

The improvement of agricultural infrastructure is key to increasing food production in China. Based on provincial panel data from 2008 to 2022, the article explores the impact of agricultural infrastructure on food production increase and the mechanism of its action by applying systematic moment estimation and mediation effect modelling. The results show that, overall, the food production increase effect of agricultural infrastructure is 14.5 percent, with on‑farm water conservancy facilities remaining an important guarantee of increased food production, the contribution of digital infrastructure and agricultural power facilities increasing significantly, and rural transport facilities having the smallest food production increase effect. In terms of mechanisms of action,agricultural infrastructure contributes to increased food production by expanding the scale of cultivation, promoting technological advances and reducing the incidence of disasters. From the analysis of heterogeneity, there is a significant food production increase effect of agricultural infrastructure in the northern region, the main food production areas. In view of this, it should continue to increase investment in agricultural water conservancy facilities, improve digital infrastructure, promote the technical level of agricultural electricity and rural transport facilities, and plan the direction of agricultural infrastructure construction according to the local conditions.
