我国粮食主产区粮食生产生态效率评价研究

摘要: 对粮食生产生态效率做评价研究,以期为保护粮食种植环境相关政策的制定提供科学依据,促进粮食生产的可持续发展。基于我国13个粮食主产区2010—2019年的面板数据,采用SBMDEA模型对各粮食主产区的粮食生产生态效率进行实证研究,并对结果进行整体分析、差异性分析和效率损失分析。样本期内13个粮食主产区的粮食生产生态效率均值为0.709,远低于不考虑非期望产出的粮食生产效率均值0.899,整体呈波动上升趋势;各粮食主产区的粮食生产生态效率水平差异较大,其中吉林、黑龙江、江西、湖南和四川的粮食生产生态效率水平较高,内蒙古、河南和湖北能达到中等水平,其余主产区仅处于中低水平,且高效率省份主要分布在北部和南部地区,低效率省份主要分布在中部地区;除吉林、黑龙江、江西、湖南、四川5个主产区的投入和非期望产出冗余率较低外,其他8个主产区的投入和非期望产出的冗余率均较高。我国粮食主产区粮食生产生态效率整体水平不高,主要是由于部分粮食主产区没有实现高效绿色发展,粮食生产过程中的资源利用效率不高,投入和非期望产出两方面存在大量冗余。针对研究结果提出3个方面建议:推动各粮食主产区绿色、均衡、高效发展;提高资源利用效率,降低面源污染和碳排放;农业补贴政策兼顾经济和环境双重效益。

Abstract: To evaluate the ecological efficiency of grain production, in order to provide scientific basis for the formulation of policies related to the protection of grain planting environment, and promote the sustainable development of grain production. Based on the panel data of 13 major grainproducing areas in China from 2010 to 2019, this paper adopted SBMDEA model to conduct an empirical study on the ecological efficiency of grain production in each major grainproducing area, and made an overall analysis, difference analysis and efficiency loss analysis of the results. In the sample period, the average ecoefficiency of grain production in the 13 main grainproducing areas was 0.709, which was far lower than the average value of 0.899 without considering the undesired output, and the overall trend is fluctuating upward; The major grainproducing areas have great difference in the ecoefficiency level of grain production, the ecoefficiency of grain production of Jilin, Heilongjiang, Jiangxi, Hunan and Sichuan are higher level, Inner Mongolia, Henan and Hubei can reach the middle level, the rest of the major grainproducing areas are lower level, and higher efficient provinces are mainly distributed in the north and the south, lower efficient provinces are mainly distributed in the central region; The redundancy rate of input and unexpected output of Jilin, Heilongjiang, Jiangxi, Hunan and Sichuan was lower, in addition to this, the redundancy rate of input and undesired output of the other eight major grainproducing areas was higher. The overall level of ecoefficiency of grain production in major grainproducing areas in China is not high, mainly because some major grainproducing areas have not realized efficient green development, the resource utilization efficiency in grain production is not high, and there is a lot of redundancy in input and undesired output. According to the research results, the following three suggestions were put forward: promoting the green, balanced and efficient development of the major grainproducing areas; improving the efficiency of resource utilization, reducing nonpoint source pollution and carbon emission; giving consideration to the economic and environment benefits of agricultural subsidy policy
