Abstract: The construction of Hainan Free Trade Port is a major national strategy that requires a large amount of construction land support, but the area of urban development and construction land is facing limitations. How to provide development space for the construction of free trade ports through rural land reform is the key to orderly promote the construction of free trade ports. Referring to the experience of land reform in the four free trade ports of Dubai, Singapore, Hong Kong and Hamburg, and based on the current situation of Hainans land, with the economic development level of Taiwan, China as the target, the space needed for the future economic and social development of Hainan is predicted through the economic data of the past 30 years, and 142.3khm2 of new construction land is estimated to be needed in Hainan by 2028. By 2040, Hainan needs to add 155.6khm2 of new construction land, and there is a construction land gap of approximately 50-70khm2 for the construction of free trade ports. In response to this gap, four countermeasures and suggestions are proposed on the reform of collective operating construction land entering the market, the revitalization of homestead land, the reform of land acquisition system, and the effective use of land security policies for free trade port construction.
