农机国Ⅲ升国Ⅳ: 环境效益与经济代价

Upgrading agricultural machinery from National Ⅲ to National Ⅳ: Environmental benefits and economic costs

摘要:

近年来,我国对非道路移动机械污染物排放治理的关注日益增多。以非道路移动机械排放政策国Ⅲ标准升国Ⅳ标准为背景,以大、中、小型农用拖拉机减排环境价值和经济代价作为研究对象。在全国省域层面上,采取成本效益分析法,对这一政策进行量化评价,并进一步展开减排情景模拟分析及敏感性分析。研究发现,在研究时间范围内(2022年12月1日—2023年11月1日),全国共创造548万元左右的减排环境效益值,其中河南省创造76万元的最高效益;从台均效益上看,全国国Ⅳ拖拉机的台均环境效益约为51元。而实现该体量的环境效益需要支付的台均经济代价约为1 191元,约为台均环境效益的23倍。到2030年综合情景下,CO、HC、NOX和PM颗粒物的减排量将增加54.32%、42.25%、40.25%和46.44%。在国家更新第五轮非道路移动机械污染物排放标准之前,提升国Ⅳ标准拖拉机利用率是兼顾减排量、经济代价和环境效益中最有效的途径,技术升级降本是优化政策收入成本比最有利的方式。

Abstract:

In recent years, the increasing attention has been paid to the emission management of pollutants from non‑road mobile machinery in China. Based on the background of non‑road mobile machinery emission policy from National Ⅲstandard to National Ⅳ standard, the environmental value and economic cost of emission reduction for large, medium and small agricultural tractors are studied in this paper. At the national provincial level, the cost‑benefit analysis method is adopted to evaluate this policy quantitatively, and further conduct the simulation analysis and sensitivity analysis of emission reduction scenarios.The study found that within the research time period (December 1, 2022, to November 1, 2023), an environmental benefit of approximately 5.48 million tons of emission reduction was created in the whole country, with Henan Province achieving the highest benefit of 760 000 tons. In terms of average benefits per unit, the national average environmental benefit per tractor under National Ⅳ was 51 yuan. However, achieving this volume of environmental benefits requires an economic cost of approximately 1 191 yuan per tractor, which is approximately 23 times of the average environmental benefit per tractor. By 2030, under a comprehensive scenario, the emission reductions of CO, HC, NOX, and PM particles will increase by 54.32%, 42.25%, 40.25% and 46.44%, respectively. Before the country updates the fifth round of emission standards for non‑road mobile machinery, increasing the utilization rate of tractors under the National Ⅳis the most effective way to balance emission reduction, economic cost, and environmental benefits. Technological upgrades and cost reductions are the most favorable methods to optimize the policy income‑cost ratio.
