农污治理投融资模式创新研究——以江苏锡山模式为例

摘要： 农污治理一直是当前环境保护工作的重点领域之一。以江苏省锡山模式为例，探讨农污治理投融资模式的创新。通过对江苏锡山模式的案例研究，发现该模式中江苏省环保集团与江苏省无锡市锡山区合作，共同建设农污项目，并实施“8+1”分步建设滚动投资。同时，还引入精细建设管理系统GIS，确保治污过程一体化和治理效果可视化。研究结果表明，江苏锡山模式的投融资模式创新，实现了资源整合、风险共担和收益共享的目标。进一步分析江苏锡山模式对农污项目投融资的影响，主要体现在加快对农村污染治理项目的建设、发挥企业融资优势、激发基础建设经济活力和创造力以及减轻政府财政支出压力。最后，提出加强政策支持，吸引社会资本；创新绿色金融产品；构建第三方治理投资基金等农污治理投融资建议。

Abstract: Agricultural pollution control has always been one of the key areas of current environmental protection work. This study takes Xishan model of Jiangsu Province as an example to discuss the innovation of investment and financing model of agricultural pollution control. Through the case study of Jiangsu Xishan model, it is found that in this model, Jiangsu Environmental Protection Group cooperates with Xishan District of Wuxi City, Jiangsu Province, to jointly build agricultural and pollution projects and implement “8+1” stepbystep construction rolling investment. At the same time, a fine construction management system GIS is also introduced to ensure the integration of pollution control process and the visualization of governance effects. The research results show that the innovation of investment and financing mode of Jiangsu Xishan model achieves the goals of resource integration, risk sharing and benefit sharing. The study also analyzed the advantages of Jiangsu Xishan model. The advantages are mainly reflected in accelerating the construction of rural pollution control projects, giving play to the advantages of enterprise financing, stimulating the vitality and creativity of infrastructure construction economy, and reducing the pressure of government financial expenditure. Finally, this study puts forward some policy recommendations, including strengthening policy support and attracting social capital, innovative green financial products, establish a thirdparty governance investment fund.
