协同机制下农业科研院所创新管理模式探索与实践

摘要: 协同创新是科研活动的重要组织模式。农业科研院所作为我国农业科技创新和全面推进乡村振兴的主战场之一,管理模式和管理水平对农业科研院所的科技创新高质量发展起着决定性作用。系统梳理农业科研院所现阶段管理模式和发展水平,深入分析还存在的管理模式不够优化、管理职能不够健全和评价机制不够完善等问题。探索在协调创新机制的高效管理模式下,通过创新行政管理体系、打造联合攻关格局、创新成果转化体系、建立人才奖励机制和创新开发体制,不断提升农业科研院所整体科研水平,助力农业强省建设。

Abstract: Collaborative innovation is an important organizational model of scientific research activities. As one of the main battlefields of agricultural science and technology innovation and overall promotion of rural revitalization, the management mode and management level play a decisive role in the highquality development of scientific and technological innovation of agricultural research institutes. This paper systematically reviews the current management mode and development level of agricultural research institutes, deeply analyzes the existing problems such as insufficient optimization of management mode, imperfect management function and imperfect evaluation mechanism, and explores the efficient management mode under the coordination and innovation mechanism,By innovating the administrative management system, creating a joint research pattern, the innovation achievement transformation system, the establishment of a talent reward mechanism and an innovation development system, the overall scientific research level of agricultural research institutes is constantly improved, and the construction of a strong agricultural province in Jiangsu is helped.
