县域农业科技现代化评价指标体系构建研究

摘要: 县域农业科技现代化是农业科技现代化的重要内容,开展农业科技现代化先行县共建是推进农业科技现代化的重要探索。在对国家和地方农业科技评价指标和方法进行比较分析的基础上,结合农业科技现代化先行县的特点,提出评价县域农业科技现代化发展水平的基本原则和总体构想,从产业科技化、人才专业化和生态绿色化三个方面建立10个二级指标、40个三级指标,根据产粮大县、都市农业县、发达地区县、农业特色县四种县域类型进行差异化赋权,通过水平指数和发展指数合成综合指数,构建形成县域农业科技现代化评价模型。研究将为农业科技现代化先行县的动态评估和建设成效提供有益参考。

Abstract: The modernization of agricultural science and technology at the county level is an important part of the modernization of agricultural science and technology. The joint construction of leading counties in the modernization of agricultural science and technology is an important exploration to promote the modernization of agricultural science and technology. Based on the comparative analysis of national and local agricultural science and technology evaluation indicators and methods, combined with the characteristics of the leading counties in agricultural science and technology modernization, this study puts forward the basic principles and overall ideas for evaluating the development level of agricultural science and technology modernization in counties, and establishes 10 secondary indicators and 40 tertiary indicators from the three aspects of Industrial Science and technology, talent specialization and ecological greening Four types of counties, including agricultural characteristic counties, are given differentiated weights, and a comprehensive index is synthesized through the level index and development index to form an evaluation model for the modernization of agricultural science and technology in the county. The study will provide a useful reference for the dynamic evaluation and construction effect of the leading counties of agricultural science and technology modernization.
